EAST COAST BOAT RACING CLUB OF NEW JERSEY

 

2009 BY-LAWS

 

The official name of this organization shall be “EAST COAST BOAT RACING CLUB OF NEW JERSEY” (ECBRCNJ).

 

The EAST COAST BOAT RACING CLUB OF NEW JERSEY shall be a non-profit organization dedicated to the preservation and perfection of the racing of Speed Garveys and Skiffs, along with our newest class, Ski Boats.

The club is registered with the State of New Jersey as a non-profit organization.

 

MEMBERSHIP

In order to be a member in good standing of the ECBRCNJ, one must:

1)      Complete an information form for the Club Secretary, including the name, address, age, phone, etc.

2)      Members will pay the annual membership fee of:

$25.00 per year for the GENERAL MEMBER

$50.00 per year for the RACING MEMBER

3)   Day boat see RACE CONDUCT # 16

Honorary memberships will be granted to the past President for One Year, Active Members during time of Active Military Duty, and Anyone bestowed such membership by the majority vote of the membership.

Lifetime memberships may be granted to Retired Racers, with no further dues owed.

 

MEETINGS

Meetings will be held at 8:00 PM on the Second Tuesday of Each Month.

Members will be notified of all Special Meetings either by letter, email, or telephone.

 

OFFICERS

The membership will select officers (4): President, Vice President, Secretary, and Treasurer, voted into office by the membership attending the January meeting.  Election by simple majority.

 

An addendum will be published later in the year with the names of the officials and members of the various committees.

 

  

OFFICER RESPONSIBILITIES

President:  Preside over club meetings; manage legal affairs of the club, including authority to sign any legal documents as may be required; negotiate with the various agencies or groups as required to obtain approvals or permits necessary to conduct a race or any other club function, appoint members to fill vacant offices.

 

Vice President:  Assist the President and have the acting powers to perform those duties as required in the President’s absence.

 

Secretary:  Handle all club records and correspondence; take, maintain, and report the minutes of the club meetings, maintain all club records, file all permits, arrange/purchase any necessary supplies, and other administrative functions.

 

Treasurer:  Maintain the club financial records, checking and/or savings account, pay all bills upon approval by club executive member, and provide year end financial report to the general membership.  All checks will require two official signatures by approved club officers.

 

EXECUTIVE COMMITTEE

The membership will also elect (3) Non-Officer Executive Members. A Sergeant-at-Arms and Two General Committee Members.

 

Sergeant-at-Arms:  Enforcement of club rules, coordinate with the various members to help Set-Up and Clean-Up Equipment at Races.

 

Executive Committee Non-Officer Members (2):  Assist the officers in performance of their duties.

 

Other additional duties of the Officers and Executive Committee are:

1)      Finding new race sites

2)      Seeking new sponsors

3)      Arranging ramps and other facilities

4)      Enforcement of all club Hull Rules

5)      Approval of new Hull Designs

6)      Refinement and improvement of Hull Rules

7)      Responsible for recording Hull Weights of all registered boats, at least once annually

 

Other duties are outlined in the text of the General Rules.

 

DECISIONS OF THE OFFICERS/EXECUTIVES ARE FINAL (Subject to the Conflict of Interest Rule)

 

 ENGINE COMMITTEE

There will be three (3) officials that are appointed for a one (1) year term.

Duties Include:

1)      Enforcement of all the club engine rules.

2)      Engine protest and year end teardowns.

3)      Review and rule on all questions or proposals by members, as they pertain to engine rules.

 

SAFETY COMMITTEE

INCLUDES ALL MEMBERS OF THE OFFICERS, EXECUTIVE AND ENGINE COMMITTEES

Duties include:

1)      Enforcement of the club’s safety rules

2)      Inspection of all boats on race day

3)      Refinement and improvement of the safety standard and rules

4)      Operation of the Safety Boats

 

PUBLIC RELATIONS

One person shall be appointed as the Public Relations Manager to promote the club and the races, find media and ways to advertise, find sponsors, coordinate with the charities we support, etc.

 

THE ACTIONS OF ALL COMMITTEES MUST BE PRE-APPROVED BY THE OFFICERS AND EXECUTIVE COMMITTEE.

 

All Officers and Committee Members serve on a volunteer basis without any financial compensation, except for reimbursement of actual club related expenses.

 

BOAT REGISTRATION

Cost:

$175.00 per boat if paid before or at the first race, or

$200.00 per boat after the first race

Prices include contribution to the club’s Spectator Liability Insurance.

A paper and/or computer record will be kept by the Secretary regarding the registered class of each boat for the season.  If a boat switches classes or registers for more than one class at any point after the first race during the year, another report will be completed and the $200.00 fee for the new class must be paid.

 

 NUMBERS

GARVEY       “G” designation, followed by any unused number 0-150

SKIFF             “JS” designation, followed by any unused number 0-150

SKI BOAT     “SK” designation, followed by any unused number 0-150

 

Numbers must be legible, and large enough to be identified by the referees during competition.  Recommended size is Ten (10) inches in height.  All new boats will require numbers within Two (2) weeks of registration.  The club recognizes that for various reasons a boat cannot be raced every year.  Numbers will be retained for a boat that does not register to miss a maximum of Six (6) race seasons.  An owner may voluntarily relinquish his number.  A sold boat may retain the number if the new owner desires, provided it is re-registered within Six (6) race seasons.  If two boats have the same number, the boat that held the number first will run as is, and the newer one will add (tape etc.) a temporary suffix number(s) or letter(s).  Examples: G-35 B, G-35 2, G-35 JR, etc.  The club may elect to honor a member by retiring a number, or granting permanent status of a number to a particular boat.

 

POINT SYSTEM

            FIRST PLACE           100 POINTS

            SECOND PLACE      70 POINTS

            THIRD PLACE          50 POINTS

            FOURTH PLACE      40 POINTS

            FIFTH PLACE           30 POINTS

            SIXTH PLACE          20 POINTS

            SHOW UP                  5 POINTS

            SEAHORSE               10 POINTS (Per Person)

Double points will be awarded for boats in:  the first race of the season, any designated away race (out-of-state), and the Championship Race.

Points are assigned to the boat & not the driver.

A boat registered for more than one class will earn points for each class.

  

 TEARDOWN RULES AND FEES

The engine of any boat may be protested at any time by any boat owner of that competing class, by means of a protest delivered in writing to any official for a fee.  A fee of $150.00 for the “Top Half” of the engine.  An additional $250.00 paid to teardown the “Bottom Half”.  (The only way to teardown the bottom half will be a complete teardown.)  A complete teardown will be $400.00.  Such a protest must be signed by all protesting parties.  If the engine is found legal, the money will be given to the protested boat owner.  Fee will be refunded to the protester if the engine is found to be illegal, or if the protested boat refuses teardown.  Teardown will be conducted within twenty-four (24) hours after the protest is received, if possible.  The owner may also have his own mechanic perform the teardown, but at the OWNER’S expense, with three (3) engine committee members present.

Also, in the event a boat is found illegal by the engine committee, the boat will lose all points up to and including that day.  The points will go to the remaining boats that competed in that class; in the order they finished in any race fun with the offending boat.  A minimum of three (3) engine committee members, or Two (2) Engine and One (1) Officer or Executive Committee member must be present (all with conflict of interest, RACE CONDUCT#34) in order to render a decision.  Only boat owners, drivers, co-pilots, mechanics, and engine committee members or officers will be present.  Any boat refusing teardown will suffer the aforementioned consequences.  The protested boat is eligible to run the following week.  Year end teardowns will follow the same procedures, (without the fees) with the overall class to prove legality of all champions.  Any boat found to be illegal more than twice in one season will not be able to compete for the rest of the season.  Engines for all high points, class winners, & championships will be torn down for technical inspection & engine rules compliance immediately after the championship day event is completed. If there is another event scheduled later in the year, all winners’ engines will be sealed, & torn down immediately after that event. Any winning engine that blows up at a post point’s event must still be inspected to validate the points.

 

Teardowns for protests or other valid reason will be done immediately on the spot, or other designated place, at the end of the event. Protests must be entered with required fee at the event involved so it can be done quickly. All other existing teardown rules apply.

 

 

ELEGIBILITY FOR CHAMPIONSHIP

In order to be eligible to run the CHAMPIONSHIP race, a registered boat must:

Take the GREEN, competing in more than 35% of all racing events during that season, and a representative of the boat, driver, co-pilot, or owner MUST attend at least 75% (example: 3 of 4) of all meetings.

 

  

GENERAL RULES

 

1)      You must be Sixteen (16) years old or more to be a Co-Pilot, and Eighteen (18) years old or more to be a Pilot in a club race boat.

2)      No alcoholic beverages and/or illegal drugs will be consumed at any time, or taken by boat drivers, co-pilots, mechanics, referees, or any member affiliated with a boat, before or during the racing event, and until the buoys have been removed from the race course.  Failure to comply with this rule will result in loss of all points for the season up to and including that race date.

3)      Any member of the club found guilty of an infraction by the referee during the racing event is subject to disqualification from competition for that event.  They shall not receive any points or awards for that event.  This will include infractions at ANY club event including monthly meetings.  Further disciplinary action for serious infractions will be reviewed by the executive committee.  At the regular meeting such action can take the form of a secret ballot of the general membership to rescind the membership and bar the privileges of the guilty party or parties for a pre-determined duration.  See also RACE CONDUCT # 35.  In order to be a member in good standing, i.e.: be allowed to vote or hold office, and race a boat in the upcoming season, you must attend 50% of the meetings during the calendar year.  New members must attend two consecutive meetings after joining, in order to continue racing during the season.  You are then subject to the first part of the rule.  Exceptions for any reason must be put in writing and submitted to the officers for approval. 

4)      Officers and Executive Committee members must attend at least 75% of all General and Executive Meetings in order to remain in good standing.

5)      If you change boats during the season, you forfeit all points.  However, if your boat is damaged, it is to be brought before the Executive Committee.  A decision will then be made whether the boat is able to race in place of your original boat and retain your points.  The original boat is then not able to race until the following race year.

6)      No owner, driver, contestant, or representative thereof shall hold any other owner, driver or contestant liable for any personal injuries or damage resulting from an accident or racing occurring in a sanctioned race.  Except as a result of a deliberate collision or other premeditated act of any unsportsmanlike nature.  The question of whether the act was deliberate or premeditated shall be determined by the referee and subject to review by the Executive Committee.

7)      Show up time, see PRE-INSPECTION RULE #1

8)      It will be the decision of the drivers and boat owners to determine the race course conditions.  A meeting will be held and there will be one (1) vote per boat, and that vote will only be counted if the boat has been registered in the day’s events, and passed all safety inspections and race registration requirements.

*If any portion of the program has been run prior to stopping the event, a decision will be made to either reschedule the remaining portion of that event as a make up heat or to disallow all results and points (except show-up points) accumulated on that date and completely cancel it.  A make-up heat run at a later date and/or location will be run as the FIRST heat of the day, and only the boats that were in the original heat may compete.  This will be in addition to the two regular heats for the day.  The boats will run in the same lanes as they were in the original heat.  No consideration will be granted to a boat that can not show up for the make-up heat.  A race event that had been completely rained out or deemed too windy or whatever, will be (if possible) re-scheduled as a NEW race and all boats signed in for the NEW day may compete.

10)  A new boat or driver must take three (3) non-competitive laps as well as a written test before their first racing event.  Co-pilots must also take a written test.

11)  Once a female or male takes a driver’s test, they are no longer eligible to run Novice or Powder Puff races.

12)  A new driver must start on the outside lane, and this rule applies for two heats.

13)  Members need to help set up and take down club equipment (tables, supplies, PA system, generator, signs, etc.) at each race site.  Schedule will be determined by the Executive Committee.

**The Sergeant-at-Arms will oversee Set-Up and Take-Down.  As we encourage ALL our members to assist with these details, each race, a class of boats will be chosen from a rotating order, and the Driver and Co-Pilot from the responsible class, must report to the Sergeant-at-Arms for Set-Up and Take-Down.  The Sergeant-at-Arms will assign tasks and clear the Drivers and Co-Pilots when ALL the tasks are completed.  If, both the Driver and Co-Pilot are not present at one, Set-Up or Take-Down, or leave before cleared to go, they will lose full points for one race or be fined $100.00.  If both Set-Up and Take-Down are missed, Full points will be lost for both races or a fine of $200.00 will be owed.  If the monetary fine is chosen, it must be paid before the next race, or that boat will not be eligible to race.

14)  RULE CHANGES.  Revisions to the rules must be approved by vote of the general membership at a regular monthly meeting.  The proposed changes must be available to the membership for at least three (3) consecutive meetings prior to the vote.  Final vote on changes must be done before or at the April meeting.  No rules will be change after the April meeting or during the racing season, so all competitors have time to learn them and take the driver’s test.

15)  The race event for the day is considered concluded after the buoys have been taken out, but our club is still governed by Insurance Rules.  See next Rule.

16)  INSURANCE RULES WHILE COVERED THROUGH HAWK RACE CONSULTANTS.  Not one club safety or race/day boat will touch the water at the designated race site until the race is approved to move forward for the day by the club officers.  Every Driver, Co-Pilot, Crewmember, Safety Officials and anyone else associated with the races for the day, will sign the Insurance Waiver Forms BEFORE beginning any race activity for the day.  Once the first club boat hits the water, our club is covered by the insurance company for the remainder of the WHOLE DAY.  If a Non-Club member is going to get a ride in one of our club boats, the Non-Club member will pay the club a fee of $1.00 and be granted a one day membership.  They will sign the Insurance Waiver Form, wear the required safety equipment and then be allowed a ride in the race boat.  These rules also apply to any DAY BOAT that comes to race with our club.

17) AWARDS BANQUET:  Will be arranged by any member(s) who volunteer, and   usually will occur between late October to Mid November.  All trophies and awards will be given out after the dinner. Members will pay on a per person basis. It will be open to members, families, & others who have been involved or helped the club.  Other non racing events, meets, shows, benefits, picnics, public events, parades, etc., may be scheduled whenever the membership decides to organize and/or participate.

 

PRE-RACE INSPECTION

 

1)      All boats must be in the pits for registration and inspection.  In-State boats by 10:00 AM, Out of State boats by 11:00 AM, and for all away races 11:00 AM, unless everyone is advised otherwise.  Any boat not complying with this rule will start on the outside and behind the first boat for both heat races.  The driver’s meeting will be held at 11:45 AM.  Inspection forms, Insurance Waiver, and sign-in must be completed before entering the water.

2)      All drivers and co-pilots must attend the driver’s meeting for their boat to be eligible for competition that day.

3)      A final inspection of any boat may be made at any time by an Authorized Official.

4)      Any boat entering in a club sanctioned event and found to have a driver or co-pilot that is not a club member, or has not signed releases, will lose all points for that day’s event.

5)      All drivers and co-pilots must sign in for each and every boat that they will be in for that day’s event.  If either the driver or co-pilot does not sign in, the boat they are in will not receive any points for that day’s events.

6)      All courses shall be set up by sanctioned club members.  Any problems with the course layout should be brought up at the driver’s meeting.  Subsequent changes are up to the club’s officer’s decision.

7)      All boats upon pre-race inspection must have the chain coupling removed or the V-Drive in neutral.

8)      All boats must be weighted and measured prior to the Championship Race.  There must be a majority of the club’s officers present at that time.  The scale shall be one approved by the club’s officers.  If a boat is in need of weights, the boat owner must state on a diagram where the weights are distributed and it must be given to the club’s officers at that time.

9)      Any infraction to the PRE-RACE INSPECTION rules that do not have a penalty assigned will be handled by a verbal warning for the first offense.  The second offense will cause loss of the day’s points.  Example: Cutting off, or Unsportsmanlike Conduct.  See GENERAL RULE#3; RACE CONDUCT #23 and #35.

10)  All boats must have a “MERCURY TYPE” kill switch, with the ability to be effectively tethered to the DRIVER.

11)  One person per boat will be allowed at races where the ramp is close to the pit area, to run the boat to the pit area or back to the ramp.  The boat may travel to the course and may be on plane but NOT at speed.  NO EXCEPTIONS.  If there is any change to this rule, you will be notified when you sign in.  See Ambulance Rule.

12) LIFE JACKETS & HELMETS: All life jackets and helmets must be visually present at the time of inspection of the boat.  All drivers and co pilots must wear a life jacket and helmet any time the boat is under power.  It must be a “Lifeline” brand or equivalent style.  All snaps, straps, fasteners, stitching & zippers must be functional & in good condition.  Helmets must be bright orange in color.  Strap & snaps must be functional and in good condition.  Eye protection is also required.  A failed life jacket and/or helmet will be put out of service immediately.  Violating this by using a failed life jacket and/or helmet, will cause a disqualification of the points for the boat(s) for both heats.

13)Drivers will draw “Out of the hat” for lanes at the driver’s meeting, unless subject to rules for new driver, assessed penalty for late show up, conduct, day boat, etc.  A driver can request the outside lane if he feels it may be necessary, but the flag and safety boats must be advised if he will lag behind to prevent a false red flag start.

 

RACE CONDUCT

 

1)      Lower class boats may step-up for trophies but not for points.  If there are already three (3) boats in a class and all drivers in that class approve the boat to step-up, they can take points away from the regular classed boats.  If there are only one or two boats in a class and a step-up is only for the third boat in the class. They can compete for a trophy, but not for points.

2)      There will be a Six (6) boat limit for all Garvey, Ski Boat and Skiff classes for racing.  Free-for-all and Championship racing will be limited to Eight (8) boats.  The rule that governs any regular season racing event also applies during any run-off, novice, and/or powder puff race.

3)      Trophies and awards shall be given to all winners determined by points.  In case of ties, both will be awarded a “Tie for Place” trophy.

4)      Any boat found to be running against the course (clockwise), shall be disqualified for that racing heat.  Any boat changing lanes or going into the infield between the staging area and finish line at the start of the race to avoid red flagging will cause an immediate RED flag and the offending boat will be disqualified.

5)      After a course is set, there will be no moving, snagging or holding on to buoys, under any circumstances.  Buoys may only be moved when permission is granted by the race officials.

6)      Any boat during competition causing a buoy to (A) sink, (B) destroyed, and/or (C) emerge on the right-hand side of the beam of the boat, will continue to race, but will be automatically in sixth place.  Any boat judged as sinking/destroying a buoy will be charged a replacement fee ($65.00), which must be paid before the next scheduled racing event.  If a buoy has been sunk/destroyed during a race and the guilty party cannot be determined, the cost of the buoy will be shared by ALL the participants in that heat.  If any of the participating boat(s) fail to pay their share by the next scheduled race event, they will not be permitted to race until their share has been paid.  Any boat reversing its direction to go around a missed buoy will be disqualified for that heat and lose all subsequent heat points.

7)      Any drivers, co-pilots, rider or crew in a boat that is under power, either on or off the race course, must wear an approved life jacket and helmet or be disqualified for that racing date.

8)      The Five Minute Gun/Horn indicates the boats have AT MOST, Five Minutes to go out on the course and proceed to the staging area.

9)      No one shall leave the course until the Yellow Flag is Visible after the completion of the race.  See flag procedure.

10)  A driver needing assistance from the dock shall rotate one hand/arm in a circular motion above their head as they approach the dock.

11)  A boat losing a driver or co-pilot after the Five Minute gun/horn has sounded, may not compete in that heat.  He may run in the next set of heats for his class if he so desires.  The boat involved can be subject to re-inspection before any subsequent competition.  Anyone tossed into the water due to a flip or other reason, must go with the dive team or safety boat to the ambulance for a check up by the EMT’s.  It is possible to have an injury and not realize it.  They can continue to race if the EMT’s determine the racer is alright.  All available Club Members Only (Not Spectators) will assist with the up righting, bailing and loading the boat on the trailer if necessary.  No one is permitted to ride the flipped boat back to the dock.

12)  A race is not considered finished until the last boat has crossed the finish line and the Yellow Flag is visible.  However, should a boat cause the race to be stopped on the third lap after the leader has finished, the legal finish for that race will stand as the boats positioned prior to stoppage.  All other situations shall constitute a Restart.

13)  In case of any boat throwing out a driver, co-pilot, or totally flipping, the race will be stopped.  Anyone not obeying this rule, will be disqualified and lose all points for that date.  See RACE CONDUCT #11

14)  All boats must maintain their original starting lanes on a restart.

15)  A maximum of three (3) starts will be permitted to avoid a boat running out of fuel.  See RACE CONDUCT # 25 d.

16)  A day boat must pay a $35.00 registration fee for that day’s racing.  The day boat is also required to pay a fee of $25.00, per person, to become members for the day.  The next race the SAME day boat races with our club, the same $35.00 for the boat registration will be paid, along with a FINAL FEE of $25.00 per person.  The Driver and Co-Pilot MUST BE THE SAME PERSONS and the FINAL FEE grants them full Race Membership into our club.  Any future races the day boat participates at our race events, the $35.00 boat registration fee will be paid, up to the total amount of $200.00.  Once this point is reached, the boat will no longer be considered a Day Boat, and be eligible for points as a Registered Boat.  All day boats must meet all requirements for safety, as well as hull and engine rules.  A Day Boat is NOT entitled to any points.  A day boat must start on the OUTSIDE lane for all heats.  A boat that is registered after participating as a Day Boat is NOT entitled to any retroactive points.  Day Boats are eligible for event trophies.  Day Boat participants are required to sign all the club forms and will be held responsible for all the club rules.  APBA registered boats are grandfathered into our rules for safety and class rules-they must have a “MERCURY TYPE” kill switch, effectively tethered to the driver.

17)  Boats competing in the Championship Race are subject to all the safety, engine, and hull rules of the class that they qualified with during the season.

18)  Once the Yellow Flag is raised, NO boat can go against the course at any point.  First Infraction: Warning; Second Infraction: Boat is Beached for the DAY.

19)  Once the race has started and the Red Flag is visible, whoever caused the Red Flag will be disqualified, except for a Restart.

20)  On the start of the race, ALL BOATS MUST maintain their lane positions through the first and second turn buoys.  After that, they may change lanes at any time as long as they have the required three (3) boat lengths distance between any other boats.  Penalty: DISQUALIFICATION FOR THE HEAT.  Any offending boat will continue to race and will be Disqualified at the end of the race.  The boat that draws the inside lane must follow the course as marked by the buoys, and not make an excessively wide path around the turn so as to push other boats farther to the outside.

21)  In order for a race to be official, there must be a minimum of three (3) boats in a heat.  If three (3) boats are not present in one class, then that class must race in a class with enough boats.  The order of finish will be determined for each individual class.  No class will lose any points if another class runs with them.  There must be at least three (3) registered boats in a class for a boat to qualify for the High Point Championship Trophy.

22)  Any and All protests must be put in writing, signed and submitted to any Official at the race site.  The protested boat must be warned of the protest as soon as protest is given to the official.

23)  There will be NO arguing Anywhere at the race site, including the office, sales table, or announcer’s areas.  See GENERAL RULE #3, PRE-INSPECTION RULE #9 and RACE CONDUCT #35.

24)  All protests will be resolved at the end of the race day or at the next club meeting by the Executive Officers ONLY.

25)  Any boat causing a Red Flag start:

a.       Must maintain their lane as in the previous start, but will not cross the starting line first.

b.      The second time any boat causes a Red Flag Start, the race will be given one more start.

c.       The third time any boat caused the Red Flag Start, the race will continue but the offending boat(s) being disqualified will be notified at the end of the race.

d.      On the third restart, if the race must be stopped because of any reason, the race will be re-run later in the day.  See RACE CONDUCT#15.

26)  Any boat(s) that take the Green Flag and then break down, will receive Sixth Place points for that race, AS LONG AS that boat turns into the infield.  Any boat(s) that take the Green Flag, and break down in the racing lanes will be disqualified, losing points for that heat.

27)  The infield will be used for safety reasons ONLY.  If you have turned into the infield after taking the Green Flag and then re-enter the course during a race, you will be disqualified.  If you enter the infield for ANY reason other than safety, you will be disqualified.

28)  If your boat has staged, stalled or shut down, and drifted off the course, and it will not restart, by the end of the first lap, you are NOT eligible to run that race.

29)  If the Safety Boat tells a boat to go against the course for: Sinking; Red Flagged Race with a long delay before next start, and a return to pits is required; and/or any other official reason(s)-These boats will NOT be penalized.

30)  If for any reason a boat cannot get started before the Five Minute Gun/Horn has expired, a representative must go to an official and ask for extra time.  Our goal is to have as many boats as possible.  However, no boat may leave the pits and join the race once the Green Flag is visible for the start of a good race.

31)  The officers and Executive Committee have the final say on any rule.  This only applies when a referee has a problem with a decision.

32)  Any woman who wants to run Powder Puff is eligible to run every year, however, ALL women will receive a T-shirt, not a trophy.

33)  Boat length and weight: Garveys-Modified/Extreme must be a minimum of 17’6” and a minimum weight of 1,750 lbs.  All other Garvey Classes for length- Minimum of 16’6”.  Minimum Weight for 358 and 375 classes is 1,500 lbs and for both 315 classes is 1,350 lbs.  Skiffs- Minimum 16’ and 1600 lbs.  Ski Boats- Must be between 16’-20’ and minimum 1,600 lbs.

34)  CONFLICT OF INTEREST: An officer, executive committee, or engine committee member MAY NOT VOTE on a situation involving a dispute, disagreement, protest, or violation of any club, race, conduct, engine, or hull rule(s), concerning a boat or action in which he has a direct, personal involvement in, such as an owner, driver, builder, sponsor, operator, or crew.

35)  UNSPORTSMANLIKE CONDUCT: All of our events are family oriented.  They are attended by our spouses, children, parents, local town officials, news reporters, local Police and NJSP Marine Bureau, US Coast Guard, as well as other people who have powerful influence over our future events.  Everyone associated with our club always needs to be a diplomatic ambassador to everyone at all times.  Unsportsmanlike Conduct is NOT permitted, and includes, but is not limited to: arguing, name calling, foul language anywhere near spectators, disrespecting race officials, fighting, intoxication, reckless actions on the race course, cutting off, ramming, doing damage to a competitors boat or equipment, or any action that can or has caused injury.  See GENERAL RULE #3, and PRE-INSPECTION RULE #9

36)  It has been traditional for members to give rides in the club race boats to various non-member(s).  The rule stated in GENERAL RULE #16 MUST BE FOLLOWED in order to continue with this tradition.

37)  Our sanctioned, In-State, race events are US Coast Guard approved closed courses and DO NOT require the boat operators to possess the NJ Boating Safety Certificate, however, ALL Club boat operators must be in compliance with the New Jersey Boating Safety Certificate laws. 

38) Assigning points to rookie drivers.  A rookie driver must be in his registered boat and is limited to that boat to earn points. No points will be earned while driving a different boat. There will be one winner for each type of boat, Garvey, Skiff & Ski Boat.  The club will then vote by ballots provided at the awards banquet for the best overall Rookie Driver, based on improvement, sportsmanship, & overall performance.  If his boat is sold or permanently out of service during the remaining season, he may re register in a different boat if available and retain his points. This is the only case where the points go to the driver & not to the boat. *SALE OF BOAT, no transfer of points.  A registered boat sold during the racing season will forfeit all points earned. The boat must be re registered with the new owner to continue in competition for the season.  If the driver is a rookie, he may remain in that boat or register with a new boat to continue to earn points. Rookie points will NOT forfeit.

 

 

RACE COURSE

 

1)      All boats must run counter-clockwise at ALL times

2)      At the start of each race, NO boats will change lanes once in the staging area.  See RACE CONDUCT #20.

3)      If your race boat engine stops during competition, turn into the safety zone IMMEDIATELY (except to avoid cutting off another boat).  Raise one hand to indicate a stop to the other boats.  See RACE CONDUCT #26-28

4)      Race Flags are on the Flag and Safety boats.  Co-Pilots and Drivers must watch for the flags at all times to check the race status.

5)      The boat that draws the inside lane (lane #1), is the “pace” boat.  Once the race boats have staged, in the area of turn four (4) and begin moving to the Start/Finish line, outer boats must line up to the lane #1 boat.  All boats will, at a reduced speed, approach the Start/Finish line, looking for the Green or Red Flag.  If the Green Flag becomes visible, Race On.  If the Red Flag becomes visible, continue slowly around the course and return to the staging area for a restart.  See RACE CONDUCT #25a-d.

6)      No boat may change lanes while in the first or second turn of the first lap after a Green Flag start.  See RACE CONDUCT #20.

7)      Standard races are three (3) laps.  Championship races are five (5) laps.

 

 FLAGS

 

YELLOW:

Before Races: Signify Race Course Open for Practice Hot Laps, AND Race course open for boats to proceed to the Staging Area.

                        After Race:  Return to Pits

 

GREEN:

                        Start the Race, Remains visible while boats race until the last lap

 

RED:

                        At Race Start:  Bad Start, Return to Staging Area

                        During a Race:  All boats stop

 

WHITE:

During Race:  White remain raised once lead boat passes Start/Finish for last lap

 

CHECKERED:

                        End of Race

 

BLACK:

                        Disqualification

 

The flag boat should be positioned in line with the Start/Finish line buoy.  The Race Manager and the Start/Finish Flag Boat must have good working marine radios to keep in communication with one another.

*The Race Manager will tell the flag and safety boats how many boats will come out for the race.

The Flag Boat will advise the Manager when the course is clear and it’s alright for the five minute gun/horn.

After the five minute gun/horn is sounded, raise the Yellow Flag.

The boats can come out and circle the course and proceed to grouping in the area of the Staging Area.

Once the boats are lined up and staged, Flags down, boats proceed toward the Start/Finish line. 

While the boats approach the Start/Finish line and are not even, The Red Flag will be shown.  The red flag remains visible until all boats know it’s there, and then it can be dropped.  All boats return to the staging area for a restart.

While the boats approach the Start/Finish line and are even, The Green Flag will be shown.  The Green Flag will remain visible while the racing is clean, without issues, and be taken down and replaced by the White Flag once the lead boat approaches the Start/Finish line and begins the last lap.  The White Flag will remain visible until the end of the race when the Checkered Flag is made visible when the lead boat is approaching the Start/Finish Line, replacing the White Flag.

Once all the boats cross the Start/Finish line at the end of the race, the Yellow Flag will be raised to signal the boats to return to the pits.

Once all the boats have returned to the pits, remove all flags from visibility.

EMERGENCY:  The Red Flag will be raised immediately!  All other Flags will be removed from visibility!  The Red Flag will remain visible until the emergency has been cleared.

            The Red Flag means STOP, and all Drivers and Co-Pilots shall raise one hand to show that they acknowledge the Red Flag.

            Any Boat that travels the distance of a straightaway and one turn (One Half Lap) under the Red Flag, Shall be Disqualified for that heat and receive no points.

 

If the race will not continue, the Yellow and Red Flags will be made visible to allow boats to slowly move to the pit area only.  If and when the race will continue, the Red Flag will be removed, leaving the Yellow Flag visible, signaling the boats to move to the staging area.

 

FLAG BOAT

 

An open boat equipped with a good operating marine radio, with a driver and a flagman and (if available), an assistant.

In addition to the flag operation, they are the main observers and referees of each race, and have the final say in the event of a close finish. 

They will also provide emergency assistance to boat drivers, or co-pilots in the event of an accident and tow disabled boats back to the dock, if it can’t be done by the safety boat.

The boat should not have any covers, canopies, or structures that could block the flag from the view of the racers on the course.

The boat will be stationed in the inside safety zone near the start/finish buoy.

 

SAFETY BOAT

 

An open boat equipped with a good operating marine radio, with a driver and one or two assistants, three persons maximum. 

Their primary function is emergency assistance to drivers and co-pilots in the event of an accident and will also tow disabled race boats back to the dock.

They will serve as race officials for the area they can observe and keep all other watercraft away from the race course.

The boat will also carry a “backboard” to transport an uninjured person to the dock, if necessary.

The boat will be stationed inside the safety zone near the first and second turn area.

 

 SECOND SAFETY BOAT

 

If available, an additional safety boat will be stationed inside the safety zone near the third and fourth turn area, and have the same duties as the first safety boat.

 

All persons aboard the flag and safety boats MUST be club members.  Rescue squad and Dive team boats are separate from club boats.  Anyone other than an active club member who is allowed on a club flag or safety boat will be made a member for the day and be required to sign the club documents for the day.  See GENERAL RULE #16.

No Person on any Flag or Safety boat will be permitted to wear a Red or Green shirt, to avoid confusing a driver and/or co-pilot into thinking it may be a Red or Green Flag.

 

DIVE TEAM BOAT(S)

 

If available, a local, emergency rescue squad may operate a rescue boat.  They will be the PRIMARY rescue team in the event of an accident, and all other safety boats will follow their direction.  We have the Barnegat and West Tuckerton Dive Teams available for 2009.

 

AMBULANCE AND RESCUE SQUAD

 

No race, driver’s test, warm up, “hot laps”, or speed trials will be permitted unless an ambulance and it’s required crew of EMT’s are present at the race site.  If the ambulance must leave for any reason, the races will stop until the ambulance returns or is replaced.  Race, safety, and flag boats will be allowed to launch and proceed to the pit area, or return to the ramp, set up and take out buoys without the ambulance being present.
